Joe has a Master of Civil Engineering (MCE) degree with a concentration in Environmental Engineering and Water Resources from Norwich University (2019), where he was presented the Outstanding Student Award for the MCE Program Environmental Engineering, and a Bachelor of Civil Engineering degree from the University of Delaware (2016).

Joe applies civil and water resources engineering and site design experience to commercial, institutional and residential land development projects, specializing in stormwater management facility design, outfall remediation and restoration, erosion and sediment control, and water and sanitary sewer design.

Examples of his public and private projects include Delaware Army National Guard facilities at River Road and Bethany Beach Training Sites, the Everett Meredith Middle School in Middletown, and the Avenue North mixed-use redevelopment, including the ACEC-DE Grand Conceptor Award-winning channel restoration and stabilization project at the Fairfax site.

Joe teaches engineering and mathematics courses at the Delaware Technical Community College Stanton Campus, where he has helped many students learn STEM-based skills including algebra, precalculus, AutoCAD and hydrology classes. At the end of the school semester, he assists engineering students with presenting their final capstone project to finalize their degree.

Joe and his wife, Criztal, along with their three cats, reside in Newark. In his spare time, Joe enjoys road cycling and mountain biking.

“The attraction to this profession, for me, was the consistent need of discovering a solution to a series of complex problems. No two projects are exactly alike – so finding the appropriate combination of clientele desires, municipal requirements and environmental needs never gets old.”
