Landmark was retained by the project architect to develop the site civil bridging documents for the design-build Combined Support Maintenance Shop (CSMS) facility at the River Road Training Site (RRTS) in New Castle for  the Delaware Army National Guard (DEARNG). As part of the project, several facilities on site would be demolished and combined into one new 60,000+/- square foot structure, and the principal entrance to the facility would also require relocation.

Complex logistical coordination and extensive pre-planning was needed to allow the site to remain in operation while the new facility was constructed to continue readiness operations for the Delaware Army National Guard mission.  The new facilities needed to comply with all current Unified Facilities Criteria (UFC) and requirements of the National Guard Bureau including provisions for adequate force protection measures.  On site requirements included protection of wetlands and sensitive adjacent habitat and stormwater quality.  The principal entrance to the facility would also require relocation and modification to current Delaware Department of Transportation requirements.

Landmark provided the planning and design required to provide conceptual site design and preparatory work for RFP issuance and selection of a design-build contractor. Work included civil engineering site design (to 30%), boundary and topographic land surveys (aerial and ground based), environmental/ecological habitat studies including wetland and forest delineations and bog turtle investigations, traffic evaluation, local land use approvals, and construction-phase services to support the Design-Build Team. Landmark provided design guidance and review on behalf of the owner (Delaware National Guard) to support the Design-Build Team.

Environmental Services

Landmark’s scientists provided habitat studies including wetlands and forest delineations throughout the entire 200+ acre RRTS, including on the shooting range. A Phase 1 Bog Turtle investigations in four wetlands located on the RRTS was conducted in 2012. As part of the planned Building 1 warehouse demolition and CSMS reconstruction projects, the Phase 1 Bog Turtle investigations were re-conducted in the four wetlands in the fall of 2017.
